CANCELLED: REAP Legislative Committee

The Kansas Legislature adjourned the 2018 session Friday, May 4 and will not return until the Jan. 14, 2019.

2018 Kansas Legislative Session Summary (Specific to the REAP 2018 Priorities)
The budget spends $6.7B and leaves a projected ending balance of $447M for the current fiscal year, and spends $7B with a projected ending balance of $375M for FY 2019.

Highlights of the agreement include:
Added $5M for the National Institute for Aviation Research at WSU
Added $1.7M for the National Center for Aviation Training at WSU
Added $7.3M for the Governor’s Technical Education Program
Added $750K for apprenticeship programs
Added $15 million to restore approximately 64% of the 4% reduction to the Board of Regents
Prohibits the governor from moving forward with KanCare 2.0
Funds the 23 remaining T-WORKS projects that were delayed (For the region: Modernization projects in Harvey and Reno Counties)

STAR Bonds & HPIP See No Changes
A late session bill that would have reduced benefits for STAR Bonds projects, as well as extended benefits past 16 years for companies receiving High-Performance Incentive Program credits, passed the House, but failed to receive a vote in the Senate. A year moratorium on new STAR Bonds projects expires on June 30, 2018.

Transportation Committee Authorization Bill Passes
With the current T-WORKS program set to expire, the House and Senate agreed on the membership of a new advisory committee for the next transportation program. The committee will be created soon to report to the Legislature next January.
